Joe Huang-Racalto joined Polaris in 2017 after twenty years of experience in the United States Congress.  As Senior Policy Advisor to former Congressman Barney Frank, Joe oversaw a broad portfolio of issues, including Civil Rights and Appropriations. Joe was also Chief of Staff to NY's 29th Congressional District and finished his career in June of 2017 as Legislative Director to Rep. Lucille Roybal-Allard, Ranking Member on the Department of Homeland Security Appropriations Sub-Committee. 

As Director of Government Relation's, Joe is responsible for all legislative affairs and public policy for Polaris, and oversees all White House and federal department requests. Joe advises Polaris's Chief Executive Officer and staff members about legislative and policy issues related to human trafficking and modern slavery.  

Joe represents Polaris in the Alliance to End Slavery and Trafficking (ATEST) and the International Labor Recruitment Working Group (ILRWG).  

Joe is a board member with Program for Torture Victims, as well as a member of the Chief of Staff Association.
