In 2004, when Polaris began our policy work, only four states had made human trafficking a crime. Today, every state has criminal laws against human trafficking. From 2011 to 2014, Polaris released an annual State Ratings on Human Trafficking Laws to track whether states had enacted ten categories of laws that are fundamental to combatting human trafficking. Since 2011, the number of states that have received the top Tier 1 rating has more than tripled from 11 states to 39. As of Fall 2015, Polaris has been actively involved in drafting or leading advocacy efforts around more than 127 bills at the state and federal level.
