Resilience Fund Final Report

The Polaris Resilience Fund pilot was developed to document how unrestricted cash assistance, paired with voluntary benefits navigation, functioned over time for adult survivors who were no longer in an immediate trafficking crisis but were working toward longer-term stabilization.

The program’s design centers on providing up to $500 per month to recipients for up to 18 months, empowering survivors to address key barriers to economic stability, such as housing insecurity, debt, and access to mental and behavioral health services.

This final report provides an empirical record of what occurred during the pilot, including participant context at intake, patterns of disbursement use, observed changes in select indicators over time, and persistent constraints that remained.
